Any advice for Julie?

I'm hoping you can give me some advice regarding how to handle his situation?

I received a cuisinart ss-1 single serve coffee maker in late January as a birthday gift. My daughter paid $199.00.
It never worked properly, when I could get it to work at all it would provide only 1/2 or less of a cup of coffee.
I was told by a very nice customer service rep that I needed to send the brewer back(cost me $15) and I would receive a letter of credit for $199 with which to purchase a new coffeemaker or whatever from cuisinart, no refund.
today, over 3weeks after they received my brewer back I got the letter of credit. It was for $182 ?? So I called to order a new brewer and I'm told I have to wait 2-3 weeks for the corporate office to call me and take the order- huh?????
So now I'm out $15 s/h + $16.50 that I'll have to pay to purchase another $199 brewer and probably shipping again all for a coffeemaker that was a birthday gift.
What do you suggest?
